Little Lou wears a dress from 1908.
This Pattern Contains Panties and Dress for Little Lou, and Panties and Dress for the Cloth Doll
The dress is made from blue voile and trimmed with 1/4" ivory cotton lace. The dress features a dropped waist and inverted box pleats with a silk ribbon sash threaded under the pleats. The sash is made from hand dyed Hanah Silk bias cut ribbon. The ribbon in her hair matches her sash.

Little Lou Cloth Doll
The "cloth doll" itself is not made from cloth but is actually made of a material that is an air drying clay and is made in a press mold. The mold for the "cloth doll" is available from Expressions. The link to that site IS
The dress in the pattern is made with an ultra-suede light bodice and a skirt from gathered 1/2" wide knitting ribbon sewed to a batiste underskirt . Her narrow ribbon sash is accented by a rosebud, and a pink ribbon in her hair echoes the one worn by Little Lou.
